Black on a notched bezel does something a black insert cannot — every cut-out holds a shadow of its own, so the rotating bezel keeps its pattern instead of reading as one dark band at the top of the watch. The polish underneath keeps a bright line running along the flats between the notches, which is what stops a blacked-out SKX007 mod from settling into a single flat shape. A piece of 3M adhesive is in the box for the insert that goes inside it.
